Lorsque l&#8217;ALENA a \u00e9t\u00e9 remplac\u00e9 par l&#8217;ACEUM en 2017&nbsp;<a href=\"https:\/\/www.census.gov\/foreign-trade\/statistics\/highlights\/top\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">le Mexique est devenu le premier partenaire commercial des \u00c9tats-Unis en 2023 et 2024, d\u00e9passant la Chine<\/a>, d\u00e9passant la Chine, selon le Bureau du recensement des \u00c9tats-Unis. Les \u00e9quipes de direction ont \u00e9t\u00e9 prises de panique ; les cha\u00eenes d&#8217;approvisionnement ont \u00e9t\u00e9 r\u00e9organis\u00e9es du jour au lendemain, et les entreprises qui ont agi rapidement sont rest\u00e9es en t\u00eate.&nbsp;<\/p>\n\n\n\n<p>Cette fois-ci, le sentiment est similaire, mais le contexte est diff\u00e9rent. Nous avons r\u00e9cemment organis\u00e9 un \u00e9v\u00e9nement \u00e0 Mexico avec des \u00e9conomistes, des chefs de file mondiaux de la logistique et des strat\u00e8ges commerciaux qui ont donn\u00e9 leur avis sur la ren\u00e9gociation en cours de l&#8217;ACEUM. La salle \u00e9tait bien remplie de transporteurs d\u00e9sireux d&#8217;obtenir des \u00e9claircissements : ils souhaitaient comprendre ce qui allait se passer ensuite et comment s&#8217;y retrouver dans un contexte o\u00f9 les r\u00e8gles pourraient \u00e0 nouveau changer.&nbsp;<\/p>\n\n\n\n<p>En pr\u00e9sentant notre groupe d&#8217;experts, j&#8217;ai inform\u00e9 l&#8217;auditoire que&nbsp;<strong><em>nous \u00e9tions en train de vivre une transition<\/em><\/strong>.<strong><em>&nbsp;L&#8217;ACEUM entre dans une nouvelle phase, et un grand point d&#8217;interrogation subsiste quant \u00e0 la suite des \u00e9v\u00e9nements.<\/em><\/strong>&nbsp;<\/p>\n\n\n\n<p>Ce sont des moments comme ceux-ci qui d\u00e9finissent l&#8217;avantage concurrentiel. Les entreprises qui transforment l&#8217;incertitude en pr\u00e9paration strat\u00e9gique se garantissent un avantage que leurs concurrents ne pourront peut-\u00eatre jamais rattraper. Voil\u00e0 l&#8217;ambiance qui r\u00e9gnait dans la salle : un groupe de dirigeants d\u00e9termin\u00e9s \u00e0 aller de l&#8217;avant.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Voici ce que nos participants ont appris ce jour-l\u00e0.&nbsp;<\/p>\n<\/div><\/section>\n\n\n\n<section class=\"ctn-white ctn-1080   \"><div class=\"wrapper\">\n<div style=\"height:var(--wp--preset--spacing--20-pixels)\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-center has-font-size-4-font-size\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-primary-color\">La g\u00e9opolitique influencera <\/mark><\/strong><br><strong>davantage la r\u00e9vision que l&#8217;\u00e9conomie<\/strong>&nbsp;<\/h2>\n\n\n\n<div style=\"height:var(--wp--preset--spacing--20-pixels)\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n<\/div><\/section>\n\n\n\n<section class=\"ctn-white ctn-1080   \"><div class=\"wrapper\">\n<p>La clart\u00e9 de cette premi\u00e8re observation \u00e9tait surprenante. La r\u00e9vision de l&#8217;ACEUM ne sera pas une mise \u00e0 jour technique ni une \u00e9valuation de routine.&nbsp;<strong>Elle sera influenc\u00e9e par la g\u00e9opolitique et un monde o\u00f9 le commerce est \u00e9troitement li\u00e9 \u00e0 la s\u00e9curit\u00e9 nationale.<\/strong>&nbsp;<\/p>\n\n\n\n<p><strong>Penny Naas, vice-pr\u00e9sidente principale par int\u00e9rim du German Marshall&nbsp;Fund&nbsp;(GMF)<\/strong>, l&#8217;a exprim\u00e9 clairement.&nbsp;<em>\u00ab Nous devons envisager la r\u00e9vision de l&#8217;ACEUM dans le contexte de cette rivalit\u00e9 entre les grandes nations que sont les \u00c9tats-Unis et la Chine. \u00bb<\/em>&nbsp;<\/p>\n\n\n\n<p>Cela modifie la mani\u00e8re dont chaque r\u00e8gle est interpr\u00e9t\u00e9e. Les r\u00e8gles d&#8217;origine ne d\u00e9finiront pas seulement des pourcentages, elles d\u00e9termineront \u00e9galement si les intrants chinois peuvent ou non entrer en Am\u00e9rique du Nord par le Mexique. Les contr\u00f4les \u00e0 l&#8217;exportation et les restrictions technologiques auront une incidence sur des secteurs qui n&#8217;avaient jamais \u00e9t\u00e9 soumis \u00e0 des inspections aussi strictes auparavant. L&#8217;alignement interne entre les trois pays sera un enjeu d&#8217;une importance sans pr\u00e9c\u00e9dent.&nbsp;<\/p>\n\n\n\n<p>Penny Naas a d\u00e9clar\u00e9 : \u00ab Il faut s\u2019attendre \u00e0 une mise \u00e0 jour \u201cchirurgicale\u201d de l\u2019ACEUM, et non \u00e0 une refonte compl\u00e8te. Un contr\u00f4le plus strict et rigoureux fera augmenter les co\u00fbts du commerce transfrontalier. Attendre la certitude n&#8217;est pas une strat\u00e9gie. Le message \u00e9tait optimiste mais sinc\u00e8re.&nbsp;<\/p>\n\n\n\n<p>Philippe Gilbert, directeur g\u00e9n\u00e9ral d&#8217;Arco Consulting Group, a soulign\u00e9 que les investissements \u00e9trangers au Mexique restent importants, en particulier dans des secteurs tels que l&#8217;automobile, l&#8217;a\u00e9rospatiale, l&#8217;\u00e9lectronique et l&#8217;externalisation des processus m\u00e9tier (BPO). Bien que la plupart de ces entreprises soient install\u00e9es au Mexique depuis de nombreuses ann\u00e9es, elles continuent de r\u00e9investir et d&#8217;\u00e9tendre leurs activit\u00e9s. Cette tendance est en accord avec les donn\u00e9es r\u00e9centes sur les investissements directs \u00e9trangers, qui mettent en \u00e9vidence une activit\u00e9 soutenue dans le secteur manufacturier.&nbsp;<\/p>\n\n\n\n<p>Selon le&nbsp;<a href=\"https:\/\/www.proyectosmexico.gob.mx\/en\/why_mexican_infrastructure\/solid-and-open-economy\/investment-destination\/\" target=\"_blank\" rel=\"noreferrer noopener\">minist\u00e8re mexicain de l&#8217;\u00c9conomie<\/a>, les investissements directs \u00e9trangers ont atteint 36,8 milliards de dollars am\u00e9ricains en 2024, le secteur manufacturier repr\u00e9sentant plus de la moiti\u00e9 du total des entr\u00e9es.&nbsp;<\/p>\n\n\n\n<p>Cependant, la comp\u00e9titivit\u00e9 \u00e0 long terme du Mexique d\u00e9pendra de sa capacit\u00e9 \u00e0 soutenir la prochaine \u00e9tape.&nbsp;<strong>Gabriel Lozano, \u00e9conomiste en chef chez J.P. Morgan<\/strong>, a soulign\u00e9 ce point en d\u00e9clarant que&nbsp;<strong><em>la d\u00e9localisation de proximit\u00e9 se fait par \u00e9tapes<\/em><\/strong>.<strong><em>&nbsp;Si nous ne r\u00e9solvons pas les probl\u00e8mes li\u00e9s aux infrastructures et \u00e0 l&#8217;\u00e9nergie, nous ne serons pas pr\u00eats pour la prochaine vague.&nbsp;<\/em><\/strong>Selon le&nbsp;<a href=\"https:\/\/www.gob.mx\/sener\/\" target=\"_blank\" rel=\"noreferrer noopener\">SENER<\/a>, la demande industrielle en \u00e9lectricit\u00e9 au Mexique a augment\u00e9 de 4,5 % en 2023, d\u00e9passant les augmentations de capacit\u00e9.&nbsp;<\/p>\n\n\n\n<p>Gabriel Lozano a averti : \u00ab Le Mexique entre dans une \u00e8re de&nbsp;nearshoring&nbsp;en plusieurs vagues, o\u00f9 diff\u00e9rents secteurs conna\u00eetront des pouss\u00e9es \u00e0 des moments distincts. La prochaine grande vague sera celle de l\u2019infrastructure num\u00e9rique : les centres de donn\u00e9es deviennent la nouvelle fronti\u00e8re du&nbsp;nearshoring. \u00bb&nbsp;<\/p>\n\n\n\n<p>Le Mexique conna\u00eet un int\u00e9r\u00eat croissant, mais les am\u00e9liorations apport\u00e9es aux infrastructures, \u00e0 la fiabilit\u00e9 \u00e9nerg\u00e9tique et aux proc\u00e9dures douani\u00e8res n&#8217;ont pas suivi le rythme de cette demande. Cette lacune cr\u00e9e une tension entre les attentes en mati\u00e8re de d\u00e9localisation de proximit\u00e9 et les capacit\u00e9s r\u00e9elles sur le terrain.&nbsp;<\/p>\n\n\n\n<p>Philippe Gilbert a indiqu\u00e9 : \u00ab Le Mexique est en train de devenir une puissance multisectorielle ; les p\u00f4les de l\u2019automobile, de l\u2019\u00e9lectronique et de l\u2019a\u00e9rospatiale renforcent rapidement les cha\u00eenes d\u2019approvisionnement. Les capacit\u00e9s se d\u00e9ploient par vagues : de nouveaux parcs industriels, corridors ferroviaires, ports et a\u00e9roports red\u00e9finiront les itin\u00e9raires et les choix de r\u00e9seau. \u00bb&nbsp;<\/p>\n\n\n\n<p><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-primary-color\">\ud83d\udca1<strong>Point strat\u00e9gique \u00e0 retenir :<\/strong>&nbsp;<\/mark><\/p>\n\n\n\n<p>Les entreprises devraient se diversifier au sein du Mexique, identifier les p\u00f4les \u00e0 forte capacit\u00e9 industrielle et technologique et concevoir une r\u00e9silience&nbsp;multi\u00e9tatique&nbsp;plut\u00f4t que de s&#8217;appuyer sur une seule r\u00e9gion ou hypoth\u00e8se. M\u00eame si la r\u00e9vision n&#8217;entra\u00eene que des changements mod\u00e9r\u00e9s, la complexit\u00e9 op\u00e9rationnelle augmentera.&nbsp;<\/p>\n\n\n\n<p>Philippe l&#8217;a exprim\u00e9 en toute simplicit\u00e9.&nbsp;<strong><em>La conformit\u00e9 sera de plus en plus rigoureusement appliqu\u00e9e. Vous allez en avoir besoin de plus, et les co\u00fbts augmenteront en cons\u00e9quence.<\/em><\/strong>&nbsp;<\/p>\n\n\n\n<p>La documentation sera \u00e9largie. La v\u00e9rification de l&#8217;origine sera renforc\u00e9e. Les certifications exigeront davantage de rigueur. Chaque exp\u00e9dition exigera encore plus de pr\u00e9cision. Les entreprises qui consid\u00e8rent la paperasserie comme une t\u00e2che administrative seront les premi\u00e8res \u00e0 ressentir la pression. Les entreprises qui se modernisent b\u00e9n\u00e9ficieront d&#8217;une vitesse que les autres ne pourront \u00e9galer.&nbsp;<\/p>\n\n\n\n<p>La conformit\u00e9 n&#8217;est plus une garantie. Il s&#8217;agit d&#8217;un avantage concurrentiel.&nbsp;<\/p>\n\n\n\n<p>Philippe Gilbert a soulign\u00e9 : \u00ab Le risque de protectionnisme est bien r\u00e9el : l\u2019\u00e9volution des relations politiques entre les \u00c9tats-Unis et le Mexique pourrait r\u00e9introduire des co\u00fbts que les exp\u00e9diteurs croyaient disparus. Il est un puissant filtre qui distingue les \u00e9quipes r\u00e9actives des \u00e9quipes r\u00e9silientes.&nbsp;<\/p>\n\n\n\n<p>C&#8217;est le moment pour les dirigeants de mettre leurs r\u00e9seaux \u00e0 l&#8217;\u00e9preuve. Pas parce que quelque chose pourrait se rompre. Mais parce que quelque chose pourrait changer.&nbsp;<\/p>\n\n\n\n<p>Les entreprises devraient soumettre les ports et les voies de circulation \u00e0 des tests de r\u00e9sistance. Il est important qu&#8217;ils identifient rapidement des voies alternatives. Ils devraient \u00e9valuer la sant\u00e9 de leur \u00e9cosyst\u00e8me douanier et garantir une couverture op\u00e9rationnelle bilingue.
