Penelope (Penny) Naas is a global public policy leader who designs strategies on international economic issues that sit at the nexus of geopolitics, trade, and climate. She is an adviser for TradeExperettes, a global organization of women trade experts.

Naas has created innovative strategies and solutions for Citigroup and, more recently, for UPS as its president for international public affairs and global sustainability. She opened and was managing director of Citigroup’s first government affairs office in Brussels between 2007 and 2012 before leading UPS’s international team from 2012 to 2019. She started her career at the US Department of Commerce, where she worked for 13 years on international economic issues and advancing the commercial interests of US companies in Europe.

Naas holds a bachelor’s degree in economics and a master’s degree in public policy from the University of Michigan, Ann Arbor. She is on several boards and has co-chaired the World Economic Forum’s Global Future Council on Trade and Investment.

After “retiring” from UPS in December 2022, Philippe started an Advisory Group catering to Private Equities and Consulting Groups interested in the Supply Chain market.

Investing and/or Board member in Supply Chain companies led by Private Equities : Director ITT (iso tank transport), CEO & Chairman of Livingston Customs Brokerage 2023, OrbComm 2024, CEO & Chairman Seko Logistics 2025, EVRi UK (parcel delivery service) 6/2023 and since 6/2025 Chairman ATD Tire Distribution

In UPS, he was responsible for the UPS Supply Chain Group a $15B Revenue Division encompassing UPS Global Logistics and Distribution, UPS Global Freight Forwarding, UPS Freight and Coyote Logistics. He continually focused on unifying the strengths of the group and presenting customers of all sizes with the seamless global solutions offered in the group’s vast portfolio of services.

Those solutions can range from a-la-carte offerings to industry vertical packages custom-tailored for healthcare, e-commerce, industrial manufacturing, aerospace and others that allow small to medium-sized businesses easily enter and excel in the global marketplace.

His previous experience includes DB Schenker Logistics Americas and West Europe Regional CEO roles and GEODIS Wilson Executive Vice President.

Philippe sits on the UNICEF USA Board of Directors. He is passionate about supporting the organization’s mission of promoting global child health and wellbeing.

Philippe is proud of his Spanish and French heritage but is comfortably at home almost anywhere in the world. He enjoys swimming, water and snow skiing, jazz and street art. Philippe and his wife Ida, a native of Louisiana, have been married for more than 25 years. Their son Gabriel is off to university.

Philippe earned a Finance degree from Institut Superieur de Gestion (I.S.G.) in Paris. He speaks fluent English, Spanish and French, and he’s working on his Portugnol.

Gabriel Lozano is the Chief Economist for Mexico. He is in charge of coordinating macro forecasts, economic policy, and communicating to investors in Mexico and abroad. His team has consistently been ranked in the top-3 Institutional Investor Survey since he joined in 2012, and has received awards from Bloomberg, Focus, and in 2022 his team was named top forecaster on Mexico by Reuters and Consensus Economics. He holds a Ph.D. in Economics from Warwick University with previous experience at Banxico and as senior economist at Santander. He was recently named by Forbes among the most influential economists in Mexico (May, 2023).

Emmanuel Reyes Carmona is a distinguished Mexican legislator known for his leadership in advancing national policy on health, transparency, and economic development. Serving as a Federal Deputy from 2018 to 2024, he held key roles in both the LXIV and LXV Legislatures of the Mexican Congress. During his tenure, he served as President of the Health Commission, Secretary of the Infrastructure Commission, and member of the Commissions on Transparency and Anti-Corruption, Communications and Transportation, Radio and Television, and Oversight of the Superior Audit of the Federation.

In 2024, Reyes Carmona was appointed Senator of the Republic for the National Regeneration Movement (Morena), where he currently serves as President of the Senate Commission on Economy. His work focuses on strengthening Mexico’s healthcare system, promoting cooperative and inclusive economic growth, and reinforcing transparency and institutional accountability across government.

Before entering federal politics, he served in local government in Guanajuato, including as Regidor (Councilor) of Villagrán (2012–2015) and Private Secretary to the Municipal President of Cortazar (2015–2018). Earlier in his career, he chaired the municipal committee of the Party of the Democratic Revolution (PRD) in Villagrán, where he helped shape community development priorities and regional policy initiatives.

Guy Boileau is a seasoned Canadian diplomat and trade expert with over 17 years of experience advancing Canada’s international trade, investment, and foreign policy interests across Asia and the Americas. He currently serves as Senior Trade Commissioner and Minister Counsellor at the Embassy of Canada in Mexico, where he leads strategic initiatives to strengthen bilateral trade, market access, and investment collaboration between Canada and Mexico.

Throughout his distinguished career with Global Affairs Canada, Guy has held senior roles including Deputy Director and Senior Advisor to the Deputy Minister of International Trade, Counsellor for Trade Policy in Mexico, and First Secretary to ASEAN in Indonesia. He has played a pivotal role in key trade negotiations, including the modernization of NAFTA (CUSMA) and multiple Foreign Investment Promotion and Protection Agreements (FIPAs).

Recognized for his analytical rigor, collaborative leadership, and deep understanding of global trade systems, Guy brings a nuanced perspective on international commerce, diplomacy, and policy development. Fluent in English, French, and Spanish, he is widely respected for fostering public-private partnerships and navigating complex geopolitical landscapes to drive economic growth.
